Auto signal and train control

In light of the recent head-on accident near Munich, I'm wondering how the German system compares to the Swiss. From what I read about the German system here:, I understand it is possible for the "controller" (scheduler?) to manually disable the automatic safety system.

Are there good reasons to be able to disable the safety system other than for maintenance purposes? It seems like this should not be something easy to do in any case.
