I think it is the other way round: It is thanks to ETCS that locomotives for so many countries at the same time are available at all. For 2018 there are still three lines where you still need Signum, for all other lines ETCS will do. The trhee remaining lines will be converted untill the end of this year. In other words: A locomotive allowed to operate in Switzerland isn't empowered for a national Swiss signalling system. It just has to come with ETCS.
