No, the ones in the picture are "Post Office Sorting Vans" (according to RCTS Coaching Stock of British Railways 1978) and belong to the "Travelling Post Offices"

Half of the length of these vans is an office for sorting mail while on the way to the destination.

Letters collected in letter boxes at the railway stations mostly got a postmark of the Travelling Post Office with the train number. example of train 6547:
