On its website, RhB informs passengers that "tourists must remain at the station of Tirano", not that they might be sent back.
It’s a bit implicit:
Aufgrund einer Verordnung der italienischen Behörden dürfen Freizeitreisende in Tirano derzeit nicht einreisen. Touristen müssen im Bahnhof Tirano verbleiben. Wir empfehlen Freizeitreisenden, bereits in Poschiavo, Le Prese, Brusio oder Campocologno auszusteigen.
..dürfen Freizeitreisende in Tirano derzeit nicht einreisen.. Tourists cannot enter Italy. So yes you can stay at the station, no you cannot enter Italy. In essence, that means you will be send back by authorities.
