How was HEP deliverd to the passenger car in such a setup?
Mixed train operation in the US is basically a thing of the now
reasonably distant past, and did not involve a level of passenger
rolling stock that required the sophistication of HEP!

The remaining commercial long haul passenger services in the US are
generally not operated by freight railroads who own most of the long
haul routes such passenger services operate over. The long haul US
freight railroads generally consider passenger traffic an impediment
to efficient freight operation.

Shorter haul US passenger operations are generally operated by
commuter rail authorities, who have no interest or capacity in freight
operations, even though they generally control the track they operate
over.
